ANGELO M. PESCE,

Angelo has extensive senior management experience
in all aspects of human resources. Immediately before establishing Pesce
& Associates in 2003, he was Vice President, Human Resources and Organizational
Effectiveness, at Baycrest Centre for Geriatric Care. Before that, he was Chief
Negotiator, Management Board of Cabinet, Province of Ontario, and Executive Director,
Human Resources, at Ryerson University. He is currently Advisor to the Cabinet Office
(Queen’s Park) on Labour Relations in the Public Sector.
Angelo’s style, whether negotiating or managing change, is principled,
and he seeks solutions that enhance the organization’s effectiveness. He is an
acknowledged expert in labour relations and has successfully negotiated many
collective agreements, from small to very large. He also has extensive experience
in strategic human resources planning, change management, and conflict resolution.
He has led job evaluation change on several occasions and has managed several cultural
transformation initiatives as well as organization design initiatives.
Angelo is sought after as a conference speaker on a variety of human
resources topics, including attendance management, labour relations,
discipline, and elder-friendly workplace. He has taught courses at Ryerson
University for several years, most recently on human resources
management and industrial relations.
Angelo is a member of the Human Resources Professional
Association (Ontario) and Certified Management Consultants (Ontario). In 2008,
he received the prestigious Norma Ruby Award from OANHSS (click here for citation).

ELIZABETH HILL

Elizabeth is an experienced Human Resources generalist
with specialized knowledge and practice in health care,
long-term care, and social services. Throughout her career,
she has provided consultation and guidance to organizational
leaders on employee/labour relations, recruitment, conflict
management, performance management, employment legislation,
compensation, and benefits.
A focus on building partnerships between unions and employers
is the foundation of her role in supporting clients with
labour relations from problem-solving and grievance resolution
through to collective bargaining.
To support organizational success, Elizabeth has successfully
facilitated, developed, and implemented strategic human resources
initiatives, including strategic planning, employee surveys,
organizational effectiveness projects, and core competency
plans.
Elizabeth’s clients include hospitals, long-term care homes,
community health centres, and other not-for-profit organizations.

RHONDA KUPFER

Rhonda is an experienced Human Resource Professional with
strengths in compensation, job evaluation and pay equity,
policy and procedure development, training and development,
recruitment and staffing, organizational development, and
employee relations.
Her professional experience includes both private and public
sector organizations including Bank of Montreal, Royal Bank
of Canada, and Ryerson Polytechnic University.
Rhonda’s major projects and accomplishments include: design,
development, and analysis of employee surveys; design and
development of Job Evaluation and Compensation Plans including
toolkits for managers; design and delivery of various training
programs; and development of the conceptual design for and
implementation of an Administrative Support Pool.
Rhonda’s clients include educational institutions, long-term
care homes, and other not-for-profit community based organizations.

IAN MCARDLE
Senior Consultant

Ian McArdle has over 35 years of experience
in the field of labour relations in the several areas of the
public sector, including the federal and provincial governments.
He specializes in all aspects of labour and employee relations,
particularly collective bargaining, grievance management, arbitration,
mediation, and strategic planning, as well as management training in
these and other related areas.
Ian’s clients have included school boards, social services agencies,
associations, and other organizations in the not-for-profit sector. He
offers a comprehensive understanding of public governance and public
policy; in this capacity, he assists public- and private-sector employers
to prepare for the upcoming implementation of the Accessibility for
Ontarians with a Disability Act (AODA).
In addition to joining Pesce & Associates in 2008, Ian is the owner
and principal of his own consulting practice. Before becoming a consultant
in 1996, he was Executive Director, Colleges Compensation and Appointments
Council, a central agency for Ontario’s 24 Colleges of Applied Arts and
Technology. In that role, he directed the central labour relations function
for the 24 community colleges and the appointment process for all the external
members of the colleges’ Boards of Governors.
